BOARD MINUTES
April 14, 2008
The regular monthly Board Meeting of the Board of Commissioners was called at 7:01p.m. on April 14, 2008 at the Cynthia Neal Center, 8047 W. 91ST Place, Hickory Hills, Illinois.
The following commissioners were present: Jerantowski, Kosnick, Michaels, Morgan, Potacki.
Also present were: Jennifer Menard, Executive Director, Jim Murphy, Maintenance Director.
Commissioner Michaels moved, seconded by Commissioner Morgan, to approve the minutes of March 10, 2008 as presented. Ayes: Jerantowski, Michaels, Morgan, Potacki. Abstain: Kosnick.
Mail forwarded to commissioners: Commissioner Kosnick received two magazines from NRPA and an award program. All commissioners received the PDRMA annual report, IAPD commissioner card and the Open Lander newsletter. The commissioner cards were signed by the commissioners and will be given back to them at the next board meeting after they are laminated. Dan Maier sent a thank you letter, “Dear Board of Commissioners and Staff, thank you very much for the beautiful planter. We would also like to thank everyone who paid their respects and sent beautiful Mass cards. We really appreciate being comforted during this tough time.”

MAINTENANCE REPORT
Skate Park opened April 1. Mr. Murphy showed a piece of skatelite that goes on the top of the ramps and it is replaceable. It does get cracks. Three sheets of it were replaced. In previous years, we may do one sheet here or there but this year we had to replace more. It is not vandalism; it is wear and tear because the skate park is five years old. Once there is a little crack, than you can use epoxy and usually that crack does get bigger and you have to replace the skatelite. Later on this season, six sheets will be ordered to have some on hand. The half pike is the big section on the west end and that will take a sheet and a half because it is 12’. Commissioner Kosnick asked how long the warranty on it is. Mr. Murphy said there isn’t a warranty on the skatelite. There is a 10 year warranty on the frame. The manufacture that makes our ramps was sold to a company in California, Spohn Ranch, and the new company said they are working with the company that they bought but they did not buy the warranty when they bought the company. Commissioner Kosnick said it doesn’t sound legal. Director Menard said the warranty should carry over to the next company. If Mr. Murphy doesn’t get anywhere then we will look for the warranty and ask the district’s attorney for help. Director Menard called American Ramp, who she met at NRPA and they carry skatelite. They sent a quote that was higher than Spohn Ranch. They said the skatelite could have cracks every other year. The first year it is o.k. and the second year you may need to replace some sections. By the fifth year all sections should have been replaced. Mr. Murphy said here and there it was replaced when there were cracks but not every piece. It won’t be replaced until it is cracked. It is made out of wood underneath so you can repair the wood with 2’x4’s and can be replaced ourselves. The metal ramps are very loud so that is why we selected wood.
The ballfields were dragged once. They were playing on the field today. It has had a lot of rain.
Two of the windows at the Maintenance Facility were shot out with a bb gun. A-OK Glass in Bridgeview replaced it for $1,225. Commissioner Kosnick asked if he talked with the police department. Officer Jerry Murphy came out and said the house across from the garage had two shots through his windows and a house by Dorn got shot. Commissioner Kosnick asked if it was sporadic. Mr. Murphy said yes it sounds like it. Commissioner Michaels said his son’s car was shot by a bb gun while driving down 95th Street. They were shooting cars from Hickory Hills to Burbank to Oak Lawn. It was a few years ago. Director Menard said PDRMA sent a check for $225 since we have $1,000 deductible on one incident.
When the counter was removed at the Maintenance Facility, the area underneath was not tiled. Mr. Murphy filled the sections in and it looks good.
Mr. Murphy showed pictures of the roof project. There was water running by the window from the upper roof where they had a problem. A picture was shown of putting down insulation and tar is put down. A picture of the lower roof where they put down plywood and the insulation down was shown. The upper roof with the curbs and skylights was shown. The black stuff in the picture is felt. The Bitumen will be put in today. Director Menard said a third skylight was replaced. Mr. Murphy said the metal decking was in really good shape and didn’t need to be replaced. Director Menard said the metal decking was an alternate bid and we won’t need to replace it. Mr. Murphy said the wrong skylights were shipped frosted and they should be clear. It has a 20 year warranty and GAF has been out to check the job and will check it again before the final payment is made. We get the same exact warranty from GAF whether it is union or non-union company. They are not picketing the park district. They are picketing Active Roofing. Their certified payroll was submitted and the district’s attorney confirmed that it looked fine. There were two jobs on their certified payroll that wasn’t listed on the Cook County prevailing wage list on the Illinois Department of Labor web site. Sandy from Active Roofing gave us her contract from the IDOL and they confirmed their rates. It is the park district’s responsibility to make sure they submit certified payroll. Active Roofing had a subcontractor chip some of the bricks on the side of the building. Active Roofing will be replacing them and paying for it. Mr. Murphy said they were putting material on the roof with a crane. No one said that it happened and Mr. Murphy noticed it. Active Roofing said their workers didn’t know about it. They will have to cut out those bricks and will get someone to do it. Director Menard said there was an inflatable rat on the County parkway. Alsip Park District said they had the same rat.
Mr. Murphy said he called Public Works and called Segal and it would have been $1,600 for soil borings. 3 D Design said for our maintenance staff to ague the holes. Mr. Murphy went three feet down and you are looking for clay. We will be fine.
The park signs are all up. The snow fencing was left up longer than every before. There were 10 dead fish at Martin Pond when the ice melted and that is typical every year. The water fall was steam cleaned and everything should be done this week. The tennis courts were opened on time. Park security starts in May. The lightening detection system is on. Fine line construction called the park district this year which usually we have to call them. This is the final year of the warranty. As soon as the weather warms up then the cracks will be filled. Next year, the district will have to pay for it and it should be approximately $500. Those cracks will come back every year.
Last month it was mentioned that Krueger Park’s roof needed repair. Active Roofing will be doing the repair. Mr. Murphy showed pictures of the drain that you see in the building and the drain on top roof. It will cost $2,150. Commissioner Potacki asked how much will be ripped up. Mr. Murphy said they will be ripping up all the flashing along the side. They will put a 3” retrofit drain inside of the hole to make sure all the water won’t go by that pipe. The retrofit will go right inside the pipe. He is confident that it will stop the leak. We have been trying to fix it for a long time. Director Menard said it has been leaking for several years but it is only on heavy rain days so it happens once in awhile. Mr. Murphy said Active Roofing thinks it is coming off the flashing and rolling down the roof where the material is loose a little. He has tried to tar it but that didn’t work. It used to only leak in the winter and now it leaks in the summer too. Director Menard said the budget is really tight right now for repairs. It will probably be coded to maintenance supplies rather than building supplies. There also have been a lot of playground repairs with the burn hole at Memorial Park and another piece with a crack in it. Then Kasey Meadow had repairs. Usually it cost $800 for repairs. This year it is $3,000. Mr. Murphy said all the playgrounds are getting checked now and cutting will begin within a week. Commissioner Jerantowski asked if we allow pogo sticks. Mr. Murphy and Director Menard said yes. Mr. Murphy said they can’t go in the skate park but they can go on the sidewalk and it won’t damage it. Director Menard said a few days ago they were in the parking lot and were near a car so she asked them to go to the far west ballfield parking lot since no one was there. They were two car lengths away. They were very nice and left. Commissioner Jerantowski said there was a group of kids with skateboards and two kids with pogo sticks. Director Menard said we do allow them and they are fun. They can bring them into the skate park parking lot but not in the skate park. It is o.k. for them to go on cement or asphalt.
RECREATION REPORT
On Easter Sunday, March 23, we had a total of three people visit the Fitness Center and Track at Krueger Park Recreation Center. Director Menard wanted to make the Board aware of the low turnout in case they feel the hours need to be adjusted for next year. On the other hand, Good Friday was very busy until 7:30pm at Krueger Park.
The Air Zoo trip was cancelled due to low enrollment. All other trips are doing well. Commissioner Jerantowski said Riverdance was very good. Mr. Maier said Jersey Boys was very good and Commissioner Potacki went and said it was very good.
The weather was cold for the Egg, Carrot and Candy hunt but that did not keep the crowd of children from attending the event. It was one of the highest years for selling tickets to see the bunny. Standard Bank & Trust sent two representatives to pass out the shirts to the winners and give away some items to the kids that waited in line for a picture with the bunny. The backdrop behind the trellis was made by the Preschool teachers and they did a fantastic job. We borrowed one last year.
Soon film for Polaroid cameras will not be available to anyone. We would suggest not taking any pictures for the Kids Christmas Party or the Easter Egg Hunt due to the film for the Polaroid cameras not being available. A digital camera with a little portable printer was tested and it will take too long to print pictures. The Egg Hunt would still have the bunny pictures but we wouldn’t charge for them. Many parents call and ask if they can take a picture with their own camera and they can but they still have to pay $3 for the picture. At the Christmas Party, we handed out pictures and don’t charge so parents may be disappointed. They can take their own. Commissioner Jerantowski will see if the City has any Polaroid film. Most of the parents bring their own cameras anyway so it should be o.k. We will have to publish it in the park brochure. Director Menard said she won’t need to know until August. Commissioner Jerantowski will know in 2 weeks. Commissioner Michaels said there was an article in the Chicago Tribune about things that we are all used to having around. It was in the Q section and another company will be making that film. Mr. Murphy said the Polaroid is used in maintenance for vandalism. Eventually, maintenance will have to have their own camera. Commissioner Michaels suggested sending pictures through e-mail to their homes. Director Menard said that may be o.k. Then the pictures could be numbered and if someone doesn’t have a printer to charge them for us to print them at Walgreen’s. Commissioner Jerantowski said they may not have their own printer. Commissioner Morgan said if they have their own digital camera, they usually have their own printer.
The Poker Walk at Prairie View is scheduled for Saturday, May 10 at 10am in the morning. Registration is low.
The men’s basketball league has been running very smoothly. The regular season will conclude on April 27th.

Men’s softball registration has been very slow but teams have been coming in one by one. Joe Alexander will be the site supervisor this summer at Martin Park.
Soaring 4 on 4 league is scheduled to begin on Saturday, March 29th at Krueger Park Recreation Center. This league is for kids in 5th – 7th grade. Dan Maier said they have only three teams participating in this league in his report but Director Menard thought it was one under the minimum today.
For all the participants that went on that trip “Blast from the Past” last year, they will receive another letter letting them know that we are giving them a discount to the summer trip “Me and the Boys”. If the participant went on a discounted trip in the spring, he or she would not receive a letter for this trip discount.
This senior luncheon is filling up really fast and has 103 people for tomorrow.
The brochure will be delivered the first week of May.
TREASURER’S REPORT
Commissioner Michaels moved, second by Commissioner Morgan to approve Claim Ordinance 633. Ayes: Jerantowski, Kosnick, Michaels, Morgan, Potacki. Commissioner Jerantowski asked the following questions answered by Director Menard.
Check #24244 and #24294 A Awesome Amusement both for $1,625. They were paid twice which is the full payment. We received a check request and then an invoice the next pay period. We do owe $3,250 anyway. They just received the full payment early. They know now to put a note on it that says attach to check request.
Check #24310 Dost $248. There were two bills. One was for the appraisal with Dost and the other one was the attorney. It is for the Super Valu Property at 10280 S. Harlem. They are asking for a very large reduction in their property value. They went to four PTAB hearings and it was reduced a lot and it was worth our time. This agreement is with the school district. Most of them are large businesses that want to reduce it by a substantial amount and then the district loses tax dollars. They defend it for us. The school district pays 90% and we pay 10%. It does pay off in the long run.
Check #24313 $15,107 Illinois Shotokan Karate. This is an average bill for them. We pay them four times a year; summer, fall, winter and spring. We keep approximately $3,000 per session from registration. This is for use of Krueger Park’s gym. It is a very large program. He has increased his prices and eliminated a discount program for a second day and he is still doing well. The bills will range from $13,000 to $16,000.
Check # 24266 $30 IPASS. Do we replenish the IPASS ourselves? We send a check to replenish the pass. We haven’t paid $40 to replenish since we got the IPASS three years ago.
Commissioner Potacki commented that Closed Circuit TV had a large deposit put down for the security cameras. Director Menard said they required it because the cameras are a large portion of that bill. The rest of the project is for labor and trenching.
Commissioner Jerantowski made note of the Investment Report for March 31, 2008. Two new CD’s were opened since tax dollars were coming in. Interest rates keep going down. We received 2.21% today.
Commissioner Morgan moved, seconded by Commissioner Potacki to approve the Treasurer’s Report for March 31, 2008. Ayes: Jerantowski, Kosnick, Michaels, Morgan, Potacki.
DIRECTOR’S REPORT
Safety Policy:
This is a policy we approve annually.
“We acknowledge an obligation to provide the safest possible working conditions for employees and a safe leisure environment for the public when participating in our programs or using our facilities, and parks.
It is the intention of the HICKORY HILLS PARK DISTRICT to develop, implement and administer a comprehensive loss control program. In all of our assignments, the health and safety of all should be of the utmost consideration.
Personnel at all levels are directed to make safety a matter of continuing and mutual concern, equal in importance with all other operational considerations. Each supervisor is to ensure that work is done in a safe manner, inspections are conducted on a regular basis, hazards are confronted and accidents are investigated.
We are confident that this program will be successful and expect the staff’s full cooperation and support.”
Commissioner Michaels moved, seconded by Commissioner Potacki to approve the annual safety policy for April 2008 to April 2009. Ayes: Jerantowski, Kosnick, Michaels, Morgan, Potacki.
Security Cameras:
The security cameras have been ordered. A meeting was scheduled on April 4 to go over placement of the monitor, and DVR and a few other items. The monitor will go to the left of the window at the front desk counter. We looked at each placement of the cameras and the wiring. There are not any trees in the way. Originally we were going to put them on the garage roof where there were trees in the way. Now the cameras are going on a pole by the tennis courts and there are not any trees obstructing the view. We want to install right away. There was a tree we were worried about for the angle of the camera that looks onto the Maintenance Facility but it is not in the way. They should be installed and working by the middle of May. Mr. Murphy said the skate park had graffiti on it before it opened up and there are new pop machines down there. It will be nice to view it from home. There can be several viewers looking at it at the same time. The one at the front desk will be on all the time so they won’t need a password. Mr. Murphy and Director Menard will need the password to look at it on their home computers via the internet. We won’t watch it from home all the time except when there are problems. Commissioner Kosnick asked if one of the cameras will zoom in and the other ones are wider. Mr. Murphy said the close camera will be on the entrance to the skate park. Then we can tell who is coming in. Commissioner Potacki asked if the parking lot will be shown. Director Menard said yes, the parking lot, the tennis courts, and the skate park. You might be able to see the doors to the garage. There is a camera that will angle on the splash pad and the 2-5 playground. Also, the parking lot at the CN building, all around the building will have cameras and a camera pointed at the Maintenance Facility.
Maintenance Facility Roof:
The roof project started on Monday, March 31. There were two men from the Roofers Union picketing outside the Maintenance Facility on April 1 and than put up an inflatable rat in front of the building on the parkway. The Union went to the police station to ask if they could put the rat on the grass. We were always told we couldn’t put anything on that parkway. After a couple of phone calls, the County said we can put a special event sign on the parkway if we want to. Commissioner Kosnick asked what we meant by parkway. Director Menard said between the curb and sidewalk. It is the east side of the parkway between the sidewalk and the street and the curb.
Our attorney asked to email what their signs said and confirmed as long as we receive certified payroll before we cut a check for the project than we have nothing to worry about.
Krueger Park Playground and Parking Lot Project:
We had a pre-construction meeting on March 27 to go over the details of both projects. The colors for the playground, benches, trash cans and bike rack have been selected. They should start excavation next week. The park sign has been ordered from Cylex. Work will begin on the playground as soon as the playground equipment is shipped which should be the second week of April. The display board showing the renovation for the playground has been posted at the entrance to the recreation center.
The parking lot won’t start until the roof is complete. They have needed two solid days with no rain when working on the roof. They should be finished this week. Commissioner Kosnick said it says in the report that the paving company wants to do it all in one day. Mr. Murphy said he wants to lay the asphalt in this parking lot, ice skating parking lot and Osborne Park parking lot on one day. As long as it is excavated then he can do the paving on one day. Commissioner Kosnick asked if he will stage the Maintenance Facility first. Mr. Murphy said yes to get to that point. They will cut everything out first. He could do it all in one day or back to back days. He will cut the dirt and grass and then do a roll test. Then he will bring in the stone than the curb in and cut everything out. Rain could be a factor. Commissioner Kosnick said he didn’t understand when you put the big stone in, weight bare it and then put in medium stone and weight bare it then the fine stone. Then it is packed and ready. Mr. Murphy said he will roll it and pack it down with a roller. He will put one stone down and roll it and than another stone down and roll that. Director Menard said the job won’t just take one day just the asphalt. Mr. Murphy said that is correct. They will have to pass the roll test and 3 D Design will be coming out to check on that. They will see what kind of deflection they will get. If it passes the roll test, that is all we can ask for. They did it at Krueger Park at the tennis courts.
Fitness Center:
A customer filled out a customer complaint form requesting to change the hours of the fitness center to the same as winter hours. Her comment was, “It seems like working people have so much to do on the weekend that it would be nice to have a couple of extra hours to get to the club”. The hours for the fitness center are as follows:
Fall/Winter/Spring: Mon. – Fri. 6:00a.m.-10:00a.m.
Sat. – Sun. 7:00a.m. – 2:00p.m.
Summer: Mon. – Fri. 6:00a.m. – 9:00p.m.
Sat. – Sun. 7:00a.m. – Noon
We close one hour earlier on weekdays and two hours earlier on weekends in the summer. The summer is slower for membership attendance and there isn’t a lot of traffic coming in between 9:00a.m. – 10:00 p.m. so we would like to keep it the same.
Every year we do something different with our public relations budget. Last year we purchased clips and used them for preschool information and other things. The design of the Fitness Center brochure was in the board packet. It will be mailed to the Hickory Hills residents. We will be printing 6,500 brochures in April and mailing it in the fall. The printing will cost $1,030 and postage will be .186 cent each for a total of $884. Commissioner Morgan said it looked very nice and professional.

Attached is the zip code activity
statistics report for the fall 2007 season. It also shows percentages of
customers by grade. The Hickory Hills customer base percentage is 70.41%. We
were at 64% in the 2007 summer and the 2006 fall was at 70%. The other top 4
towns are Palos Hills, Justice, Bridgeview, and Burbank.
Splash Pad:
We are gearing up for the summer. The admission for the splash pad will remain at: general admission $3 from Noon – 3:00p.m., $2 from 4:00p.m.-6:00p.m. and a resident pass $5 per child for the summer, $7 after June 1. Birthday parties are $115 residents, $140 nonresidents with a $50 refundable deposit.
Utility Comparison Report:
Attached is the Utility Comparison Report showing the increase and decrease in usage from 2003 to 2007. This report includes usage and dollars spent. Below will show the usage and dollars increase or decrease:
The following is the breakdown comparing 2006 to 2007:
Phone – usage increased by 5% total dollars increased by 4%
Water – usage increased by 18%, total dollars decreased by 5%
Gas/Heat – usage increased by 20%, total dollars increased by 15%
Electric – usage increased by 11%, total dollars increased by 20%
The Maintenance Facility was purchased in August and the Condo sold in November so utilities will be higher since we were operating two facilities. Regarding the water, the condo had a shared water meter with the Benchmark Condo owners so the Condo was not on the water usage report in the past. The Condo cost for water annually was $80.48 in 2006. The electric contract for KP and CN expirers the beginning of May. Director Menard has been watching the electric rates since November and they have not gone down. We will have to sign a contract in April with a higher rate than last year. Commissioner Kosnick said he thinks electricity will come down a little with the Maintenance Facility with the skylights because there is a lot more natural light. Mr. Murphy said you don’t need lights in the summer. Commissioner Kosnick asked if we have purchased the new light bulbs. Mr. Murphy said Krueger Park has the new light bulbs. We could change the ballasts at the CN Center to more energy efficient light bulbs. Director Menard said there is a grant you can get for that.
Dance Recital:
The dance recital is on Saturday, June 7 and the shows are at 4:00pm and 7:00pm. It will be held at the same location as last year; Moraine Valley Community College Theatre. Each commissioner can request two tickets. Commissioner Jerantowski wanted the 4pm show. Commissioner Potacki wanted two tickets. Commissioner Kosnick said he may want them and will check on it.
Vandalism and Incidences:
On March 15, the maintenance garage was vandalized with spray paint on the north side of the fence. It was on the slats of the fence and you couldn’t get the paint off so Cook County came out and removed it.
On March 19, someone shot a BB gun at the Maintenance Facility front windows.
On March 26, there was graffiti on one of the ramps at the skate park.
On April 8, there was more graffiti at the skate park.
On April 9, there was a burn hole on the slide at Memorial Park. That piece alone was $300.
Director Menard attended a hearing at City Hall on April 1 for two incidences of young adults going over the fence into the skate park. There were two men, 20 and 21 years old, at the first hearing and one 22 year old male at the second hearing. All three received $150 fine for trespassing. They asked for community service and the judge said no and told them they had to pay a fine. Commissioner Jerantowski asked where they were from. Director Menard said they didn’t tell her where they were from. Commissioner Kosnick asked what they were doing when the climbed the fence. Director Menard said they were skateboarding before April 1 when the skate park was not opened.
Miscellaneous:
The February and March fitness center and walking track report was included in the board packet.
Commissioner Morgan asked if there are any lights at the park district that is energy saving lights made with mercury. You would have to get a hazard company to clean them up. A woman broke a light bulb and it cost $2,000 to clean it up safely. Mr. Murphy said he didn’t think so. Director Menard said she will check when she calls about the grant.
Next board meeting there will be a change in board member seats and Jean from Standard Bank wanted me to tell the commissioners when we submit the paperwork that they will be asking to put your social security number on the paperwork and a copy of driver’s license. We can make the copy of your driver’s license while you are here. Commissioner Kosnick asked why they wanted the social security numbers. Director Menard said because you sign checks and it is a liability. Commissioner Kosnick said they are like gain checks and you, Mr. Maier and Mr. Murphy is there and you know it is happening. Director Menard said that we are bonded through PDRMA so we have protection. Commissioner Jerantowski asked if it is something new. Director Menard said yes it is new. It is a policy for all company checks. They have received complaints about it from other companies.
When the CN Secretary left there were many passwords changed. Ms. Muth asked if she could have them because no one has Director Menard’s passwords. There has been a lot of sharing of passwords. Director Menard said she should be the only one that has all the passwords and no one else. Director Menard told the commissioners where she was putting the passwords just in case someone needed access to them. It is a good point that someone should know where they are. She contacted the attorney and he thought where they were going and telling the commissioners is a good idea.
Director Menard asked if everyone has received their receipt from the Statement of Economic Interest. All the commissioners said they did and Commissioner Morgan went in person and filled. Director Menard said if you go in person they usually stamp it filled. Commissioner Morgan said she had her statement stamped.
Commissioner Kosnick had given Director Menard information on a graffiti vandalism program called Seemore a few months ago. It is run through NRPA and IAPD sponsors it. The cost is $3,900. You receive a costume, brochures, flyers and key chains. They do some national advertising. Director Menard asked the director at Burbank Park District and they were not interested in splitting it. They have their own vandalism program where they do promote it within the park district to watch out for vandalism in the parks.
The annual reviews went well. There was a maintenance employee who received a dollar raise last year and a 4% raise this year but wasn’t happy with the raise. He is a part time maintenance person. We looked into the position and the pay rate from the South Suburban salary survey and IPRA and the pay was very competitive.
Commissioner Jerantowski said the Senior Task Force is having a walk around the pond this Saturday. There is no cost for the event. Director Menard said she would post it in the buildings and put flyers at Krueger Park. Commissioner Potacki said there hasn’t been very much information on the walk. Director Menard said our walk is just starting to get promoted. Commissioner Kosnick said people don’t know what that walk is all about. He also commented that the price is high. Director Menard said they receive a t-shirt which is part of the cost. The t-shirts average $4.15 and there are employees and volunteers involved. The charge for the event is $7 for residents and $9 for non residents.
Commissioner Kosnick asked about the cost of the park sign. Is it $2,500 and are we installing it? Director Menard said that is the cost and we are installing it. We purchased it from Cylex signs through Let’s Go Play because Cylex will not sell it directly to us. We did not purchase it though Green Up or 3D. It was purchased through Let’s Go Play. Commissioner Kosnick asked why we didn’t look at other sign companies. Director Menard said it matches Petkiewicz and Woodland signs. When we put in those playgrounds there was a lot of research done looking at signs and at the park conferences. She also went with Jim Murphy to look at Naperville Park District’s sign because it was the same type of sign. Commissioner Kosnick said the owner from Slack Signs asked about purchasing it from them. Director Menard said he could not match that type of quality sign. It is a marble sign and weighs 500 pounds. He would have to show her the specs and tell her where in Illinois where she could look at that type of sign. Cylex isn’t from Illinois and it is not made in Illinois. If he can match that exact sign than she would look at it. Slack Signs did show her sign types but nothing like these signs.
