The regular monthly Board Meeting of the Board of
Commissioners was called at 7:00 p.m. on November 14, 2011 at the
Cynthia Neal Center, 8047 W. 91ST Place, Hickory Hills,
Illinois.
The following commissioners were present: Jerantowski, Michaels,
Morgan, Kosnick, Potacki.
Also present were: Dan Maier, Recreation
Director; Jennifer Fullerton, Executive Director; Jim Murphy,
Maintenance Director.
APPROVAL OF MINUTES Commissioner Kosnick moved, seconded by Commissioner
Morgan, to approve the minutes of November 14, 2011. Ayes: Kosnick,
Jerantowski, Michaels, Morgan. Abstain: Potacki.
SECRETARY’S REPORT Commissioner Kosnick received an November NRPA magazine
and a membership card from the National Parks Conservation
Association. All commissioners received a PDRMA Fall Healthbeat
newsletter. Director
Fullerton showed what her Pickleball set looked like.
CITIZEN’S REPORT Nothing to report
MAINTENANCE REPORT The following was completed for the upcoming winter sledding
season.
Snow fencing was installed throughout the
parks where needed.
Sledding rules & warning signs were installed
in appropriate areas.
As in the past, the city of Hickory Hills will be
responsible for plowing the park district’s parking lots seven days a
week, prior to opening of the buildings. The park district is
responsible for keeping the lots clean throughout the day and plowing
the lot at the maintenance facility.
The following was done on the district’s vehicles
last month.
·2004 F-450 dump truck – 2 front tires $744.22
·2000 F-150 pickup truck – rear brakes (done in house)
Last month the blower motor in preschool was
replaced by Doornbos.
Rush Mechanical installed the voltage monitor on
Krueger Park’s fitness room’s HVAC unit on December 2. It has a memory
of 25 so every time there is a voltage spike it will shut the unit
down and restart it in three minutes. When we go up on the roof
quarterly to change the filters, he will look on the computer in the
unit and press it to see how many voltage spikes there were if there
were any. If you have a voltage spike you can lose the compressor. A
small motor for the blower is $700 for the CN unit. At KP it is a
larger unit so it would be thousands of dollars. The monitor will
protect it. Director Fullerton said Rush Mechanical explained the
reason why the air conditioner was shutting off which is because of
the spikes that are happening from ComEd lines. Aaon will not extent
the date of the warranty which is June 1 and we wanted it to extend to
October 1. They said there is nothing wrong with our unit. It was
shutting off because of spikes. Commissioner Potacki asked if Aaon has
proof of that. Mr. Murphy said he could tell why it was shutting off
and it was the voltage spikes. After he changed the settings for the
voltage spikes we haven’t had the air conditioner go off. He made it
broader. Now there is a protector on there so we don’t burn out our
compressor or the motor. The park district is holding $1,000 for Rush
Mechanical who installed the unit even though Aaon made the unit.
Commissioner Potacki asked if we can have it in writing so we can go
after ComEd if we need to. Director Fullerton will ask for a letter.
Mr. Murphy said he didn’t know if they would do that because those
units are really touchy with any voltage issues where they shut down.
The unit doesn’t even have belts because it is all electronic.
Commissioner Potacki said why expand the window with shutting it down.
Mr. Murphy said that is how it comes in from the factory. Aaon tells
the technician what he can do within the parameters of the unit.
Commissioner Potacki asked if he explained how many cycles it takes
before it shuts off. Mr. Murphy said he didn’t go over that but wasn’t
concerned because he is only worried about the unit shutting off.
Commissioner Potacki said it is set at 48 out of 20 and then you
adjust 60 to 140, for example, the unit is more assessable to a
problem. Mr. Murphy said he doesn’t agree because it has a frequency
drive and they use that on all of their units. It is bigger than the
frequency drive on the one for the activity room. The Aaon technician
was up on the roof for four hours and he had to come back with tech
support. Commissioner Potacki said you need the letter just in case
you need to call ComEd. Mr. Murphy said he doesn’t think we’ll get a
letter because all of these guys have voltage problems. He told
Dornbus about it and they said even their clients get blown out from
voltage spikes too. ComEd will say it is not their problem.
Commissioner Michaels said we now have the means to protect the unit.
Director Fullerton said that is what they are saying and have asked
what it will take to release the final check. She will tell them we
need something in writing. Commissioner Kosnick asked what happened
when they initially set it up. Mr. Murphy said when the unit arrives
it is stock and they drop it on the roof, hook up the electric and
start running the unit. He had to go up on the roof several times to
read the digital panel and that told them they were getting voltage
spikes. Mr. Murphy said what if Rush Mechanical doesn’t provide a
letter. Director Fullerton said she will have to wait to discuss it at
the next board meeting. Mr. Murphy said he talks to Bruce at Rush
Mechanical every week so he will call them tomorrow about the letter.
The maintenance department is still mulching
leaves throughout the parks. Last month the following was planted at
Martin Park.

The red maple tree & 10 burning bushes were
purchased from Graff Gardens. The 13 sumac bushes were given to the
district from Public Works. The wrong bushes were planted for the
beautification so the company had to take them out and asked if we
wanted them so they were planted at Martin Park.
The maintenance department is in the process of
rearranging both maintenance buildings to ensure all equipment can be
stored indoors this winter. In January, we will begin to go over the
equipment in detail in preparation for next season.
Tennis courts were closed November 28.
The park district’s genie lift received its
annual re-certification from Randall Industries.
Digitron will be out December 27th
to inspect the district’s fire alarms, pull stations, heat sensors,
etc.
The furniture on Krueger Park’s deck has been
stored under the deck, wrapped in a tarp for the winter months.
RECREATION REPORT The Children’s Christmas Party was last Saturday. We had a
very nice turnout with approximately 200 children. We used 92 folders
this year and last year so that was for the group pictures with Santa.
We had 174 gift bags and we ran out so we had to give out taffy and
antlers. More non-residents are attending and it is advertised for
residents only. Everyone was gone by 3pm but there were three kids
waiting to be picked up who lived in Chicago Ridge. Mr. Maier said he
left at 3pm and the facility manager a little after 3pm and Director
Fullerton stayed to wait with them. Director Fullerton said they were
picked up at 3:25pm. They were the same family that was there last,
last year. Director Fullerton said we may want to consider checking
ID’s if it gets any larger. Bridgeview charges $5 for non-residents
and residents are free. It is difficult to prepare how many bags to
have ready to hand out. Her first few years we had 20-30 bags left
over and we would give them to less fortunate children. Mr. Maier
said the last few years the weather has been nice so you have a larger
crowd. Santa and the face painters were done on time and the balloon
artist stayed a little longer. He may bring the singing Santa back
next year. Director Fullerton said a parent came up to her and said
the Children’s Christmas Party is better every year and very well
organized. Commissioner Jerantowski said that when the parents are
leaving they tell her it is a very nice thing to do for the children
and they appreciate it. Director Fullerton said she likes that you
don’t have to register and no paperwork to sign. Commissioner
Jerantowski said they were upset by getting the taffy and not a bag.
There were a lot of people that said they were leaving and then they
would come back in with their bag in their hand. There were a lot more
kids than last year. Mr. Maier said he will make sure we have 225
bags. Last year, we gave out 142 and this year we had 175 to begin
with and still ran out. Commissioner Jerantowski said a parent asked
about an antler and she told him that was just for babies. Director
Fullerton said a violin student said they didn’t get a bag or
anything. She had a hat in the office and gave her one. Commissioner
Morgan said kids were grabbing bags off the table. Commissioner
Jerantowski said she was there the entire time and didn’t take a
break.
Kristin, the personal trainer, has been in the
fitness center. She also volunteered at the Children’s Christmas
party. She gives you an orientation first then the regular training
session begins. Commissioner Potacki asked if she gets the check. Mr.
Maier said you have to register with the park district and we pay her
as an employee. She receives $25 and the park district receives $5 per
half hour session. Commissioner Potacki said there isn’t any
documentation when you apply to show what is wrong with you. Mr. Maier
said that is part of the orientation and she will have a template at
the front desk so you have something to fill it out.
The Winter/Spring brochures have been mailed but
we received 400 brochures back to us. Mr. Maier said he talks to the
supervisor at the post office when this happens. He said it is because
of the routes being wrong and vacant houses. No one called at KP that
they did not receive a book. You wonder how many people are not
getting them. Commissioner Jerantowski said when you drop them off at
the apartments in the lobby later the cleaning people throw them out.
Commissioner Morgan asked if there is something that requires them to
put them in a mail box. Mr. Maier said there has been turnover at the
post office. Director Fullerton said that the mail at CN has been very
light. We can go through three days of just junk mail and a few items
and then two of the days we have a large stack of mail. There are
people that have mailed letters and it is taking three weeks before
they are received. We have reported that to the post office. The
Reporter newspaper comes out on Thursdays and we used to receive it
that day or the day after. Now we haven’t been receiving the newspaper
until a week after the publication date. Commissioner Morgan said she
has had problems getting mail at her house and when it was reported it
got worse. Director Fullerton said it hasn’t improved either. Our
regular mail man retired so we have had two different mail carriers.
We don’t know who our regular mail carrier. Commissioner Potacki said
it has happened to him and some of the bills come in and you only have
a short time to pay them. Director Fullerton said we have had to write
manual checks at times because the bills come in the mail late.
Sometimes we only have seven days to pay it. Director Fullerton said
Mr. Maier should report it every time. Mr. Maier said he looked into a
carrier service but it would be difficult to deliver to apartments
because they need to put them in the mail boxes. We have had 700-800
brochures delivered back to us too. Director Fullerton asked if she
should write a letter to the bulk mail clerk. Mr. Maier said he talks
to the head employee all the time so it may not help. Commissioner
Kosnick asked about driving to every home and counting them. Mr. Maier
said it is separated by routes so every house should receive it.
Director Fullerton said the post office gives us the total number of
households they are delivering to. You shouldn’t have any coming back
because we only give them what they tell us to give them. Commissioner
Morgan said they just don’t deliver them. Commissioner Kosnick asked
if they don’t deliver them to houses or apartments. Commissioner
Morgan said everywhere and Director Fullerton agreed. Mr. Maier there
are some extras delivered to the post office because the printer
prints more than what we ask for because it is easier to finish the
press run. The printer said they may give them five extras but it is
almost even for each route. The post office said the printer gives
them a lot more per route. Commissioner Morgan asked how much it would
be to put a mailing label on each brochure. Mr. Maier said it would be
double compared to bulk mailing at 18-21 cents per piece. Director
Fullerton said it would be more than double because it is a flat large
envelope. Mr. Maier said probably 55 cents. Director Fullerton said it
would be better to go through what we go through now then pay an extra
$1,000 to individually mail them. When residents call because they
didn’t receive it we ask them to talk to their mail carrier and pick
up one at our facilities or it is on our website. Mr. Maier said maybe
they could put a number on the brochures. Director Fullerton said the
printing would be expensive to put a number on each book because it is
a special run. Mr. Maier said you can put a sticker on them. Director
Fullerton said then approximately 5,000 brochures would have to have
the label on them. Everyone agreed to leave it the way it is.
We will be changing things with South Suburban
because some teams are saying there are illegal players so we will be
asking for picture ID’s and birth certificates so we have proof of the
children’s ages. The coach will be suspended if they are still not
honest about the ages.
We are charging for open basketball on Sunday
mornings and we don’t have as much trouble anymore. It is a lighter
crowd.
We have five teams in the Oak Lawn indoor soccer.
This is more than last year. They started practicing last Saturday and
they start their games this weekend.
The senior luncheon is a week from tomorrow and
it is filled. We have had cancelations so we are taking some people
off the waiting list. The Stagg Choir will be there at 2pm.We will be
playing bingo. There will be wrapped presents that they can pick from
if they win at bingo.
The Ab machine at KP has had some repairs. They
sent the pin today but it is the wrong size with an inch short. The
piece is 14 years old. We had to pay $40 in advance for it, $25 for
the pin and $15 for shipping. He had the model and machine number but
we still received the wrong one.
Director Fullerton asked how the temperature is
when working out in the fitness center. Commissioner Kosnick said it
was fine. Commissioner Michaels said it is warm. Director Fullerton
said was hearing it was cold so we warmed it up the last week.
Commissioner Morgan said it is warmer than the old fitness center. Mr.
Maier said the air is moving around more. Mr. Murphy said the supply
vents are not right over your head.
TREASURER’S REPORT Commissioner Michaels moved, second by Commissioner Morgan to
approve Claim Ordinance 677. Ayes: Jerantowski, Kosnick, Michaels,
Morgan, Potacki. Commissioner Michaels asked about check #28362 skate
park supplies and how many panels do you get for $1,500. Mr. Murphy
said it is not from vandalism. It is from wear and tear for skatelite.
Mr. Murphy said you get five panels. It comes out of state. The other
place he used to get it from wouldn’t keep the color and didn’t last
that long because of the UV rays. Director Fullerton said it was $287
for shipping and there were some screws purchased. Commissioner
Kosnick asked about check#28357 for PDRMA the HELP seminar for Tammy
Muth. Director Fullerton said that was for her to go to that seminar
and Director Fullerton has to go too. It is a human resource three day
seminar that two employees from each district have to go to get full
points for the PDRMA review. Ms. Muth handles the paperwork when a new
employee is hired and other things come up that employees have to
approach her with that are human resource questions. Commissioner
Kosnick asked about a bench that was out in front of the building that
was from the Women’s Club. Mr. Murphy said it is behind the garage.
Director Fullerton said it was removed because we wanted the benches
to match outside in front of the building. We will use it again at
Krueger Park. Commissioner Kosnick asked about check#28364. Director
Fullerton said that is the fundraiser for dance. They have several
fundraisers, such as, candles, cookies and candy from GFS and the
dancer sell it to help pay for their costumes.
Commissioner Jerantowski made note of the
Investment Report for November 30, 2011. Director Fullerton said she
opened two new CD’s because of our taxes coming in.
Commissioner Jerantowski moved, seconded by
Commissioner Morgan to approve the Operating Statement for November
30, 2011. Ayes: Jerantowski, Kosnick, Michaels, Morgan, Potacki.
DIRECTOR’S REPORT Parking at Krueger Park: Officer Sonntag from the Hickory Hills Police sent an email that
said, “I am asking on Glen Oaks and Hickory Hills Police behalf for
permission to have the overflow of the teacher’s park on the far south
lane of Krueger Park’s parking lot. With the upcoming construction
schedule it will open up traffic flow on 91st Street and
the adjoining side streets 87th Avenue and 87th
Court. The teacher overflow has crowded the streets and I have already
addressed it with the Superintendent. The teacher parking lot is full
everyday and with your help we can mesh the schools and the park
district a little more by allowing the spaces to open up for teacher’s
use”. Director Fullerton responded back to tell her we couldn’t do it
because we are already having trouble with teachers parking at Krueger
Park. I told her I didn’t mind when the school calls and they have a
large special event and we don’t have a high traffic day. We can’t do
it on an everyday basis. We have many complaints that people coming to
Krueger Park can’t park in our lot on days when we have senior
luncheons, Progressive Rummy, Dominoes and trips. Roselle Park
District sells parking spots to the high school because the park
district is directly across from the school. The charge is $37.50 per
student for the first semester and the second semester is $75.00.
Commissioner Kosnick said there is no reason why they should do that
since they know who comes to Krueger Park. They should put people in
the northeast corner and double park them. They park in the first row
and walk across the middle of the street and don’t cross at the light.
Director Fullerton said when they are parking in Krueger Park’s lot
there are open spots in the school’s parking lot. Commissioner Kosnick
sees two to four spots open and they are at the far east end and
probably have to go to the door at the west end.
Preschool: One of our teachers will be off in December for medical reasons.
Diana Mickow is teaching in the afternoon and Tom Vodicka is teaching
for preschool in the morning. Tom went to school for teaching. Tom is
working part time.
Krueger Park Renovation and Expansion Project:
The following is an update from the items discussed with the
commissioners last month:
1)WB Olson $6,680 - holding until we receive all warranty and
operational manuals. Williams Architect is proofing them now but they
didn’t receive everything from W.B. Olson yet.
2)Dutch Barn – handicapped surface is chipping and has been
replaced. They also gave Mr. Murphy a good amount of stock just in
case in the future we need some replaced.
3)There were some tiles replaced in the lobby. We used the only
stock they gave us. Williams Architect and WB Olson asked the
contractors to find the red tiles but they couldn’t find any. The
maintenance staff called around and found some at Century Tile and
purchased a case of 50. There are only 153 tiles that are red in the
building.
Splash Pad 2011 Bottom Line Report: Splash Pad revenue decreased from last year. Here are four years
of revenue: $9,666 in 2011, $10,857 in 2010, $9,284 in 2009, $11,665
in 2008. The bottom line for 2011 was $-3,368, 2010 was $-2,597 and
2009 was $-3,435 and $-2,907 for 2008. A negative amount is always
shown due to the allocation of capital items.
The operating expenses were higher because
beginning with 2010 year we changed the splash pad surface, canopy and
fence to expire in 2016 to match the master plan. They were spread out
over nine years but we changed it to six years. Expenses for supplies
were slightly lower because we were open less days due to the weather.
Number of passes decreased from previous years. Many parents didn’t
buy a pass early in the season because the colder temperatures in June
and then it rained a lot in July. Walk in revenue was lower this year
but higher than some other years. Director Fullerton said she is
concerned about the passes because it has been dropping every year.
There is more competition with splash pads in the area. She said she
will conduct a survey next summer and talk to the parents to see what
they think about the pad and to find out why they are not buying
passes.
PDRMA Property/Casualty Rates: Director Fullerton attended the PDRMA Property/Casualty Program
Council Meeting in November. The park district rate went up $5 which
is .02%. This rate is based on how much operating expenses have
increased, increases in payroll and our loss history for the past five
years. Our operating expenses will go up because of the addition put
on at Krueger Park. Utilities will go up and there will be more
equipment repairs for the fitness center and some operating other
expenses.
Seminars/Meetings: Tammy Muth and Director Fullerton attended the Vermont Systems
FinTrac Workshop for updates to our financial software. Tammy also
attended the Vermont Systems RecTrac Workshop with Teresa who is the
morning CN secretary. RecTrac is our registration software. These
workshops are only held once a year. With some changed to FinTrac she
can save time by putting the operating statement in Excel. This saves
time on preparing monthly, mid year and end of year reports.
Miscellaneous: The November fitness center and walking track report was included
in the board packet. There are 1,100 more visitors in the month of
November this year compared to last year when we were in the old
fitness center. New memberships are still coming in.
Safety Award: The annual employee safety award spreadsheet was included in the
board packet so you can see what employees will receive individually.
These checks will be cut on December 15. The safety award comes out of
the PDRMA safety award which is $1,500 annually and we also use some
of these funds for staff shirts.
Tax Levy: Director Fullerton said the tax levy ordinances were included in
the board packet and the amount of $807,303 is broken down in this
levy but is the same amount approved last month in the Truth &
Taxation Resolution. Commissioner Michaels moved, second by
Commissioner Jerantowski moved to approve ORDINANCE 2011-280 PROVIDING
FOR THE LEVYING, ASSESSMENT AND COLLECTION OF TAXES FOR THE YEAR 2010
OF THE HICKORY HILLS PARK DISTRICT COUNTY OF COOK, ILLINOIS in the
amount of $807,303. Ayes: Jerantowski, Kosnick, Michaels, Morgan,
Potacki.
Commissioner Morgan moved, second by Commissioner Michaels moved to
approve ORDINANCE 2011-281 INSTRUCTING THE COUNTY TAX EXTENSION
DEPARTMENT TO ADJUST LEVIED AMOUNTS. Ayes: Jerantowski, Kosnick,
Michaels, Morgan, Potacki.
Mid Year Budget Review: The board packet included a comparison of October 31, 2011 with
the last two year’s budget ending on October 31, 2010 and October 31,
2009. The tax distribution came in sooner this year so the revenue for
taxes is higher than last year in all of the funds. Interest in
investments is lower than last year and some of it is because the
larger CD’s haven’t expired yet. Miscellaneous income is higher than
last year because of the FEMA grant and Martin Park lights that were
struck by lightening. For the expenses, clerical is lower in the
corporate budget and higher in the recreation budget because we are
coding more of the secretary salaries to the recreation budget. Legal
expense is higher than last year because a bill came in very late in
June for the prior fiscal year. Overtime is much higher than last year
because we had a part time employee working weekend coverage and now
the full time employees are back to weekend coverage like it used to
be. The maintenance supply budget is lower because we haven’t had time
to buy the supplies we usually do due to the construction at Krueger
Park. We will get caught up this winter. In the recreation fund, the
concession budget is higher because of Durbins getting more revenue
from Pumpkin Fest. Great America tickets is higher and coupon books
were lower this year. Program revenue is the same as last year.
Preschool and dance have increased from last year. As you know,
preschool had a large wait list so we added a third teacher to
accommodate another class. The Fitness Center revenue is $23,000
higher because of the new addition and additional members. Splash pad
is lower because of the rainy July and it was colder than last year.
Trips is lower than last year in revenue and expenses. Senior revenue
has increased mainly because of the card games and we were able to add
an additional 25 seniors to each luncheon because construction is
over. For expenses in the recreation fund, the contractual budget is
slightly lower than last year. Public relations and special services
have increased because of the 50th Anniversary. Utilities
is higher because of the Krueger Park addition and it may increase
more when the cold weather is here. Program supplies is higher because
we added more children to camp because of the Krueger Park addition.
Program refunds is much lower because most of the tot classes have not
been canceled. Fitness Center expenses are higher because we had to
purchase all new membership swipe cards. Skate park expenses is much
higher because of the skatelite that had to be replaced. The skate
park is getting older so there will be more wear and tear on the
ramps. In all the special funds the main different from last year to
this year was the earlier tax distribution.
IMRF: There was an 1831 bill that was passed about a month ago. In a
recap, anyone that receives a raise, January 1, 2012 or after that is
7% or higher, IMRF will ask the district to pay the difference between
that raise and 6% then we will have to pay for 30 years of retirement
for that person and it will have to be paid in 90 days to IMRF. For
example, if someone received a 7% raise, the district would have to
pay the cost of that person’s increase times 1% over 30 years and IMRF
will calculate it and let us know what it would be. Then the district
has 90 days to pay that amount. This district doesn’t give big raises
but if it comes up in the future then we know what to expect. A couple
years ago there was an employee that received a 7% raise. Director
Fullerton heard about this bill a month ago because it is a state law.
She heard from some director’s that other park districts passed a
policy through their board that said Tier 1 & Tier 2 was exempt from
that which would be anyone currently working for the park district
prior to January 1, 2012. Thursday is when she saw an example of the
policy that we could pass but needed to work on some wording with IMRF
and with our attorney. Also, they factor in vacation time. For
example, if an employee has four weeks vacation because their
anniversary date is November 1 and retires December 31 the four weeks
could push that person’s salary past a 6%. Then we would have to pay
an accelerated payment. This doesn’t mean the commissioners will give
higher than 6% raises but if they do they wouldn’t have to pay the
accelerated payment for the employees currently working here before
January 1, 2012.You can’t carry over vacation time at our district.
She does allow the employees to carry over vacation for about three
months. Most of the employees use their vacation time by the time
their anniversary expires. Commissioner Morgan asked if sick days can
carry over. Director Fullerton said the sick day policy says, “Full
time employees can accrue sick days at a half day per month and can be
accumulated to a maximum of 120 days. For the purpose of IMRF sick
days may accrue to 240 days. The park district does not pay them out
when you retire they just go into IMRF and your retirement is
extended. Commissioner Morgan said her school district is the same.
For example, if you retire after 20 years and have 120 sick days, that
gives you an extra year of service. So you retire with 21 years of
service. Commissioner Morgan said it does increase with a dollar
amount. Director Fullerton said you can retire at 55 but a lot of
people are not doing that because they have to pay for health
insurance. Director Fullerton read the changes in two policies and
distributed a copy of the policy to the commissioners.
All employees of the
District who are expected to work more than 1,000 hours in a year are
required under the Illinois Pension Code to participate in the
Illinois Municipal Retirement Fund (“IMRF”). The District recognizes
three levels of IMRF employees. Employees whose participation began
before January 1, 2011 are in Tier 1. Those employees whose
participation began between January 1, 2011 and December 31, 2011 are
in Tier 2. Employees hired after January 1, 2012 are in a third
category labeled Tier 2b for identification purposes. IMRF is a
defined benefit pension plan to which member employees contribute 4.5%
of their compensation on a pre-tax basis through payroll deductions
made each pay period. The District contributes a percentage of the
employee’s compensation at a rate determined by IMRF and provided to
the District at the beginning of each calendar year.
Effective January 1, 2012, the Park
District will immediately pay that portion of the present value of a
pension attributable to earnings increases exceeding the greater of 6%
or 1.5 times the increase in the CPI-Urban as of the previous
September. The following shall be exempted from the earnings limit:
· Earnings increases for
members who are more than 10 years from retirement eligibility.
· Earnings increases paid
under contracts or collective bargaining agreements entered into,
amended or renewed before January 1, 2012.
· Earnings increases
attributable to personnel policies adopted by the governing body
before January 1, 2012, and applicable only to members who were
participating in IMRF before January 1, 2012.
The Park District specifically
exempts the following earnings increases from the above limit:
Earnings increases exempted from the above limit
are those that would trigger an Accelerated Payment for employees
hired on or after December 31, 2011.
The next section is under the vacation policy and
the following has been added:
Accumulated Vacation
at Retirement: Pursuant to P.A. 97-0609, the following earnings are
specifically excluded from payments that would trigger an accelerated
payment at retirement for those employees hired before January 1, 2012
(i.e. Tier 1 and Tier 2 participants as defined in Section 27. Tier 2B
participants hired after January 1, 2012 are not eligible).
-Five months prior to his/her confirmed retirement date; a full
time Tier 1 or Tier 2 retiring employee as defined in Retirement
Section 27, will be given a choice of three options for the payout of
accumulation of vacation time. They are: Utilize unused, accrued
vacation time at the time of retirement, thereby extending his/her
retirement date by the number of vacation days available. Full
insurance benefits will continue during this time, however, the
employee will not accrue any additional time off and all standard
payroll deductions will apply.
-Receive a lump sum payment four months prior to his/her
confirmed retirement date. The employee will not accrue any additional
time off benefits after this payout and all standard payroll
deductions will apply.
-Receive a lump sum payment as part of the final payment upon
retirement. All standard payroll deductions will apply.
Director Fullerton said there is an exemption if an employee receives
a promotion. Commissioner Morgan said this bill had to do with the
teachers which received a higher salary right when they were retiring.
Commissioner Kosnick said it was from salary spiking. Director
Fullerton said it didn’t effect the sick day policy. Commissioner
Morgan asked if this new policy is for the park district or for the
employees. Director Fullerton said both because if you give a larger
increase of 6% the park district will have to pay the accelerated
payment. Commissioner Morgan said what if an employee took on more
hours or two jobs; would that be considered getting a raise? Director
Fullerton said it is not a job promotion because you didn’t change
their title. But if you change their title and promote that person to
a higher position then it is a job promotion than you don’t have to
pay the accelerated payment.
Commissioner Morgan moved, seconded by
Commissioner Michaels, to approve the IMRF policy changes for the
retirement policy in Section 27 and the vacation policy in Section 30
of the policy manual as written and presented. Ayes: Kosnick,
Jerantowski, Michaels, Morgan, Potacki.
NEW BUSINESS: Commissioner Morgan said someone asked if we could paint lines
on the two edges of the driveway because when it is dark and raining
the edges of the driveway blend with the landscaping. Director
Fullerton said it is from 88th Avenue to the beginning of
the parking lot. Commissioner Morgan said yes. Director Fullerton said
we can do that in the spring.
Commissioner Kosnick asked if there was any
vandalism. Director Fullerton said there wasn’t any vandalism. She
leaves it on the agenda just in case something is reported between the
time the board packet goes out and the board meeting.
Commissioner Kosnick moved, second by
Commissioner Jerantowski moved to adjourn to the next regular board
meeting. Ayes: Jerantowski, Kosnick, Michaels, Morgan, Potacki.
The meeting was adjourned at 8:47 p.m.
