Hickory Hills Park District received an Open Space Lands Acquisition and Development grant awarded by the Illinois Department of Natural Resources in the amount of $241,700 for Doug Osborne Park. This is a 50% matching grant so the entire cost will be approximately $483,400.

Doug Osborne Park is an essential neighborhood park that needs an update, and the Hickory Hill Park District has a plan with accessibility and inclusivity in mind for the Doug Osborne Park. The park currently serves the neighborhood children with a playground and benches installed twenty years ago in 2002. The proposed renovation is planned to invite all neighborhood residents to enjoy and explore the site with new recreation features and a renovated playground. People of all ages and abilities will enjoy the addition of a 16’ x 16’ shaded shelter with tables. This feature will be surrounded by a pollinator garden, complete with signage of the native plants. Bat boxes will be added to high spots in the trees to encourage habitat. Game tables as well as hopscotch will also be included for play and socialization. Accessible pathways will lead to a new and modern fitness area with multiple fitness pieces that are geared to adult activities. The new playground will have all new equipment and will be ADA compliant with an engineered wood fiber surfacing, transfer station and a concrete entry ramp, ensuring inclusion for all. New benches will be included at the playground and fitness area.

The park district would like to thank the residents that attended the focus group in 2022.

Renovations to Doug Osborne Park could begin as early as mid-summer to the Fall of 2023 and should be finished in 2024.

NOTICE TO BIDDERS

Sealed proposals for Park District – Site Construction in Hickory Hills, IL, shall be received at the Hickory Hills Park District administrative offices, located at 8047 W. 91st Place Hickory Hills, IL 60457 until 1:00 p.m. local time, November 01, 2023, (Click on Addendum for bid opening date change) at which time all bids will be publicly opened and read aloud.

Work generally includes demolition of existing playground, concrete paving, engineered wood fiber, play equipment, fitness equipment, site furniture, underdrainage, landscape and restoration.

All bid proposals for this project must be accompanied by a bid bond or bank cashier’s check payable to the Hickory Hills Park District for ten percent (10%) of the amount of the bid for the project as provided in the Instructions to Bidders.  No proposals or bids will be considered unless accompanied by such bond or check.

The work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in Cook County. The Contract entered into for the work will be drawn in compliance with said law and proposals should   be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for   each craft, type of worker, or mechanic.

The Hickory Hills Park District Board of Park Commissioners reserves the right to waive all technicalities, accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Hickory Hills Park District. 

The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity.

The Park District encourages women and minority business firms to submit bids and encourages Bidders to utilize minority businesses for supplies, equipment and services. This project is being financed, in part, with funds from the Illinois Department of Natural Resources’, “Open Space Lands Acquisition & Development” (OSLAD) grant program.
